CT’s JP for a Day: What Happened

This is a blow-by-blow account of how the Justice of the Peace Association responded to proposed legislation in Connecticut, SB-396, JP for a Day, as reported by managing member, Loretta Jay.  SB-396 JP for a Day It was late on Friday, March 2nd, when Barbara Jay received an email from Betsy Moukawsher, Groton, Connecticut’s Town Clerk, warning that a bill was introduced to the current legislative session. SB-396 said very simply that the Secretary of the State could appoint justices of the peace “to perform a single joining of persons in marriage”. The bill, coined JP for a Day, was […]

Officials brace for rush of same-sex unions Associated Press. Published 12:00 am EDT, Sunday, September 25, 2005 MIDDLETOWN — As a new law allowing same-sex civil unions takes effect next week, justices of the peace, clergy and town clerks are entering uncharted waters. “On Oct. 1, civil unions become law in Connecticut, but there is not a JP in that room who knows what to do with it,” said Saul Haffner, president of Justices of the Peace of Connecticut, which held a conference Saturday to answer questions about civil unions. “It’s going to be a mess.” Connecticut is the first state to pass […]

Bridgeport grapples with city hall marriage glut, unregulated justices of the peace By Brian Lockhart, Staff Writer BRIDGEPORT  —  Councilman Jorge Cruz has a simple solution to the issue of justices of the peace conducting business in the Margaret Morton Government Center on Broad Street. “Don’t do marriages at city hall. Come up with another place,” Cruz said. Mayor Joe Ganim’s administration has begun grappling with problems involving weddings at the government center, where couples go to obtain a marriage license from the vital records office off of the first-floor lobby. Ganim’s new chief administrative officer, Thomas Gaudett, on Monday issued […]

JP Appointments

It is frustrating that the same political maneuvering that led to our research on Connecticut’s appointment process is what ultimately killed the bill to raise the qualifications of marriage officiants in Connecticut. Nonetheless, we’re making progress. We had tons of participation on our Zoom Q&A presentation in March. Secretary of State Stephanie Thomas was persuaded by our white paper, and she proposed the initial legislation to create a working group to evaluate JP Appointments in Connecticut. Now an ally, we are working together along with some legislators to reintroduce a bill in 2024. 2024 Legislation We are working with the Secretary […]

New Britain Herald: 10/25/2008

Justices Welcome Same-Sex Marriages Saturday, October 25, 2008 By: Jennifer Sprague DURHAM – Justices of the peace from throughout the state weighed in on the issue of same-sex marriage Saturday at their annual conference, held at Durham Town Hall. Although town clerks were told by the state’s Department of Public Health that Tuesday is the official release date of the court’s gay-marriage decision, Ben Klein, attorney for the Gay & Lesbian Advocates & Defenders, said Oct. 10 same-sex couples will not be able to wed until mid-November. Regardless of the effective date, town clerks have not been told when the […]

Hartford Courant – 11/19/2006

Tying the Knot can be a tangle. By: Lynne Tuohy, Courant Staff 11/19/2006 NEW BRITAIN – Justices of the peace usually work in an atmosphere of joy and celebration, joining partners in marriage and civil unions amid a throng of well-wishers with champagne chilling in the background. But it can be harrowing work at times. Just ask Eleanor Tomaszewski of Middletown, a justice of the peace for 18 years. Over coffee before the second annual Conference for Connecticut Justices of the Peace got underway Saturday at Central Connecticut State University, Tomaszewski launched into an impromptu comedy routine of her experiences. […]

‘Party 1’ And ‘Party 2’ Soon Will Get To Say ‘I Do’ Published September 25. 2005 12:01AM | Updated December 17. 2009 3:35PM By Karin Crompton, Development/Transportation/Demographics Reporter The scene: two men stand before a justice of the peace or a minister. It is a civil-union ceremony, and they have said their “I do’s” and exchanged rings. The officiant turns to the couple. “I now pronounce you …” Pronounce you what?
