Massachusetts – End Child Marriage

On July 28, 2022, Governor Baker signed the state budget that included a clause banning child marriage! Shockingly, until July 2022, there was no minimum age to marry in the state of Massachusetts. The Justice of the Peace Association worked actively to change the law. With our partners we made 18 the minimum age to marry in the Commonwealth. Massachusetts is the 7th state in the country to ban child marriage. Legislative Activity FY 2023 House Budget In May 2022,  H.1709 was filed as a budget amendment to the House Budget. Of course, JPus voiced support by signing onto the […]

New Hampshire – End Child Marriage

Background Even though New Hampshire’s minimum age to wed was 13 (girls) and 14 (boys), 2017 efforts to raise the age were unsuccessful. In 2018, the New Hampshire legislature voted to increase the state’s minimum age to wed to 16. That law went into effect on January 1, 2019. Efforts continue to eliminate marriage for all minor children under the age of 18. The push behind the 2018 bill was Cassandra Levesque. She was a high school graduating senior and girl scout, pursuing her passion. The experience is what led her to run for office, and she is now a […]

COVID Advocacy in Massachusetts

Updated August 10, 2020 States and municipalities are reeling, trying to establish systems for what used to be routine business of government. Included in the mix is the processing of legal marriages. In Massachusetts, there has been a lack of direction or guidance – for JPs, clerks and couples. Many marriages have already been planned and need to be postponed. Other times, marriages are essential (health benefits, immigration issues, emotional duress), and need to proceed. There needs to be a plan to address both circumstances. Responsible, professional JPs have been role models. They completed COVID training certification for marriage officiants, and […]

NH Special Marriage Officiants: What Happened 2019

In the spring of 2019, the Justice of the Peace Association persisted in its opposition to the New Hampshire House Bill 295-FN-A, an act establishing a special marriage officiant license. Despite the odds, the bill eventually died in conference. Following is what transpired. It was early January 2019 when New Hampshire Justice of the Peace Cynthia Dumont called JPus to alert us to HB 295-FN-A. This bill, if passed, would temporarily authorize an individual to solemnize a marriage in the state. JPus members in Massachusetts and Vermont made us aware of how amateur officiants have negatively impacted their business. The town clerks […]
