      It is frustrating that the same political maneuvering that led to our research on Connecticut’s appointment process is what ultimately killed the bill to raise the qualifications of marriage officiants in Connecticut. Nonetheless, we’re making progress. We had tons of participation on our Zoom Q&A presentation in March. Special Marriage Officiants JPus’ Oral Testimony In response to our membership’s opposition to the New Hampshire special marriage officiant bill, JPus testified in person three times to the legislature; we provided alternative solutions that would satisfy all stakeholders. Coalition Launches New Website

The Coalition to End Child Marriage launched a new website last month to formalize its collaborative activities. JPus is a founding member of the coalition. Its JPs and notary members are strongly opposed to officiating a marriage involving minor children. More information about JPus’ advocacy in this area is available here.

Changes to the Laws

Connecticut Gender Neutral Terms on Marriage License Effective July 1, 2021, the terms Bride and Groom are no longer on Connecticut marriage licenses, replaced with Spouse 1 and Spouse 2. JPus was honored when Connecticut Lt. Governor Susan Bysiewicz invited its managing member to speak at her press conference imploring the end of child marriage in Connecticut. On March 13, 2023, Loretta Jay joined child marriage survivors, other advocates, State Legislators, the DCF Commissioner and the Lt. Gender Neutral Terms

All of the New England states that JPus is active in use gender-neutral terms on marriage licenses. However, this wasn’t always the case. The History We were pleased to learn that in 2019 Maine started using gender-neutral terms when referring to marriage or familial relationships. This prompted JPus to conduct a quick survey of the other states that we serve, asking what terminology was used. Vermont and New Hampshire allow couples to check a box indicating bride/groom/spouse, and only the term checked is on the license. Massachusetts uses gender neutral terms: Party A and Party B.
